The organization of labor is considered as one of the functions of management, as it coordinates the individual actions of workers on the basis of division and cooperation of their labor. The complex solution of problems in all directions which the organization of work is engaged, allows to find the most optimum options of effective use of production and labor. Labor rationing is a continuous process of production management. This is confirmed by the experience of foreign countries with developed market economies, where labor regulation is considered as one of the most important functions of internal management. The need for labor rationing is caused by the need for constant work to identify reserves to reduce production costs and develop solutions to correct problems.
