Improvement of the monitoring and early warning system for hydrological hazards in order to prevent emergencies

The relevance of the study is determined by the unresolved problems of organizing effective monitoring systems, prompt notification of the onset of floods and flooding of territories, and prevention of adverse effects of dangerous hydrological phenomena in the Yaroslavl region that negatively affect the safety of the population, the sustainability of life support for territories, industrial, transport, social, energy and other infrastructure. The purpose of the study was to develop and substantiate the technology for improving the monitoring and notification system of hydrological hazards. The object of the study was unfavorable hydrological phenomena: floods, floods and flooding of territories. The subject of the study was the process of monitoring and notification of dangerous hydrological phenomena. The results of the study, based on data on tests and approbation in the regions of our country, have shown the effectiveness of the new flood alarm system. The value of the presented scientific and practical developments lies in the creation of a new information and technical system for early detection of rapidly developing flood processes, contributing to rapid response measures to them, as well as to prevent and reduce the level of danger of hydrological phenomena causing natural emergencies with adverse and catastrophic consequences for the population, the environment and economic facilities.
