Improving the system of strategic planning for developing the Arctic zone of the Russian Federation

The article reviews the land territories of the Arctic zone in the Russian Federation as an object of strategic planning. It analyzes the approaches used for the regulatory determination of these territories. The research objective is to identify ways to improve the current monitoring and assessment system of social and economic development and security of the Russian Arctic territories. To achieve this goal, the composition of the land territories in the Arctic zone of the Russian Federation is revealed. The Russian legislation in the field of security and strategic planning is analyzed. The fundamentals of the national security structure of the Russian Federation is reviewed. In addition, the article studies the present system of assessing national security, Arctic zone territories’ security, as well as the social and economic development of the region. The authors make suggestions for the improvement of the strategic planning system. The research proves the necessity to assess the current security state of the land territories of the Arctic zone in the Russian Federation as a starting point for planning regional development. Amendments to the current legislation in the field of strategic planning are proposed.
