Improvement of the science city development strategy as the basis for innovative development of the region

This article examines the socioeconomic development strategies of science cities in the Russian Federation. Particular attention is given to the analysis of action plans for implementing these strategies. The article analyzes the composition and number of measures in three main areas: development of the scientific and industrial complex, implementation of innovative projects, and the preservation and development of the science city’s infrastructure. The author concludes that these measures are predominantly aimed at the infrastructural development of the territory as a typical municipality. Measures aimed at developing scientific and technological potential are limited in their territorial and temporal scope. However, this area should be a priority to strengthen the role of science cities as centers of scientific and technological development, shaping a competitive, innovative economy. That’s why it is necessary to develop an action plan for the implementation of the strategies for the socioeconomic development of science cities with clearer criteria for distributing measures across these areas. The «Development of the scientific and industrial complex» should be supplemented with a subsection titled «Personnel for the scientific and industrial complex» and additional targets for the development of the scientific and industrial complex should be provided. This will ensure the full concentration of the science city’s potential for the implementation of the country’s scientific and technological development priorities, as enshrined in the Strategy for Scientific and Technological Development of the Russian Federation.
