The improvement of the innovation development legislation with due regard for the Federal law " About science and state scientific and technical policy" from the 21st of July, 2011

The author of the article analyzes the main trends of Russian and foreign legislation in the sphere of innovation development. Given the complex nature of the legislation on innovation and innovation identified five legal institutions, regulatory core group of public relations in this field. The problem of law-making competence of the Russian Federation in the area of innovation. Presents the results of generalization of the positive experience of regulation of scientific-technical and innovation activities in different regions of the Russian Federation. It is concluded that the need for a basic law governing the innovative attitude, which will be determined by a unified system of concepts, principles and policies formulated by the state innovation policy and lawmaking competence attached agencies, including the authorities of the Russian Federation.
