The improvement of the Russian Federation legislation in the area of cadastral activity

Cadastral activities belong to both professional and entrepreneurial areas and the state legally regulates all the processes connected with these activities. The relevance of the research consists in the analysis of the con- tents of the legislation changes and their consequences for further development of this kind of activity in the pe- riod of economic crisis. The amendments made to the Federal Law “On the State Cadastre of Immovable Proper- ty” not only changed the concept of “cadastral activity”, but also introduced some requirements to creation of the self-regulating organizations of cadastral engineers. They would exercise control of activity of the members and provide the professional level of cadastral works. Self-regulation in the field of cadastral activity will allow clearing the labour market from nonprofessionals who reduce the authority of a profession. It’ll also reduce the competition in the services market. Self-regulating organizations will be able to protect their members and to give them methodical and legal help, to organize advanced training courses. The international experience shows that joint regulation of experts’ activity connected with the real estate overturn, the state and SRO in majority of the countries with market economy is very effective. Delivery of the part of the controlling functions by gov- ernment bodies to the organizations of professionals allows cutting down the budgetary expenses. It is especially important for national economy. The changes analysis concerning requirements to the cadastral engineer who is going to start professional activity are relevant for the university graduates who study Land Management and Cadastre, and to those who get supplementary professional education according to the program of professional retraining in the field of the cadastral relations.
