Soviet library area in «perestroika»: plans and reality

Library policy and librarianship during the «perestroika» investigated in article. We analyzed realization of this policy on practice and reasons, which led to the crisis phenomena in library area. The article gives consolidated assessment of librarianship state in USSR in specified period, it’s meaningful characteristics.
