Using blockchain and smart contracts to increase transparency and fight corruption in the public procurement system

The article examines the possibilities and barriers to the implementation of blockchain technologies in the public procurement system of the Russian Federation. A comprehensive analysis of political, economic, technological and legal restrictions that impede the integration of distributed ledgers into procurement processes is carried out. Particular attention is paid to the problem of corruption in public procurement and the potential of blockchain to increase transparency and accountability. Based on the study of international experience (Estonia, Georgia, Great Britain), a phased implementation model is proposed, including pilot projects in individual industries, hybrid integration with the EIS, improvement of the regulatory framework and a system of incentives for participants. It has been proven that blockchain technologies are capable of ensuring data immutability, automation of processes through smart contracts and reduction of corruption risks. For successful implementation, a set of measures is proposed, including adaptation of legislation, creation of a regulatory sandbox and use of open platforms.
