Acute socio-economic disproportions, negative demographic processes: mortality, which is twice the height of the fertility in Russia and over twice the height of the mortality in developed countries, low life expectancy, depopulation and ever declining average levels of the human and social capital present a serious threat to the socio-political, economic and demographic situation in the country, particularly under the conditions of the progressing crisis, which is also aggravating the problems in the social sphere. Huge resources are being spent to improve the situation, but they do not yield the expected success. The fact is that the fundamental causes of the present situation are neither apprehended nor taken into consideration by the government in the social policy. This predetermines the inefficiency of the current policy, while the solution of the problem lies in a different plane. And first of all this is connected with the fact that our social policy is based on erroneous paradigms and myths.
