Cultural values are the heritage of modern society, available to us through the work of museums. Museums perform the function of selecting, preserving and presenting historical and artistic material objects that reflect social values supported by society and the state. The history of each individual country has left a material and spiritual legacy. Part of the heritage is available to visitors in museums on the territory of their countries, cities, towns. But objects of material culture are movable, they can be presented in other museums and exhibitions. Museum workers are able to talk about their experience with exhibits and audiences. However, this requires socio-cultural communication of museums at all levels. In the modern world, this is possible both thanks to the achievements of science and technology, and thanks to social institutions — unions and associations of museums. At the world level, the work of the International Council of Museums (ICOM) is devoted to intercultural and professional communication. At the Russian level, the Union of Museums of Russia operates at the regional level, for example, the Council of Museums of the Volga Federal District. Association of museum workers takes place at different levels and for different reasons, depending on the goals and their longtermness.
