Modern assessment tools of territory’s scientific potential: scientometric approach

The article presents common approaches to scientometric analysis of scientific institutions’ activities; an attempt is made to show opportunities of science citation indexes in evaluating efficiency of research organizations’ activities and effectiveness of territories’ scientific potential. The statistical data of the Russian Science Citation Index (RSCI) is used as a tool for evaluating the publication activity of the research and higher education institutions of the Vologda Oblast. The results of investigation indicate that work connected with placing their publications to the information analysis system RSCI is of great importance. Comparative analysis of indicators of the research and higher education institutions’ publication activity, providing an opportunity to outline their contribution to development of the region’s scientific potential, could be used at present as an instrument to reveal weak points of the research work of organizations and to find the ways of its improvement.
