This article presents the importance of the fuel and energy complex for Russia, which is determined by studying the dynamics of tax revenues from oil and gas production, which is one of the key revenue items of our country’s budget. Based on this, the paper defines the importance of the market of material and technical resources in the Russian fuel and energy complex, which forms its basis and provides the possibility of functioning. The article also analyzed the market of material and technical resources in the Russian Federation in modern conditions, the results of which made it possible to determine not only its state, but also to study the intersection of interests of government authorities, industrial enterprises and the fuel and energy complex within the framework of this market. Also, with the help of an assessment of this market, it was possible to identify the shortcomings of its functioning, which consist in the need to import some of the resources that are not produced or are produced in insufficient quantities to ensure the operation of the fuel and energy complex in Russia, since the fuel and energy complex enterprises are fully capable of providing the industry with fuel and energy resources, and they are major consumers of the results of the Russian fuel and energy complex However , the Russian industry is currently unable to fully meet the demand of fuel and energy companies ., those in need of material and technical equipment. Consequently, the article was able to identify the main reason hindering import substitution in the field of providing logistical resources for the fuel and energy complex in Russia. As a measure aimed at eliminating the identified shortcomings, the article proposes the creation of adequate organizational and economic conditions in the market of material and technical resources that will allow the implementation of the import substitution policy in full on the territory of the Russian Federation, through the application of the developed integrated model. The relevance of this study lies in the need to transform the conditions for the functioning of the material and technical resources market in the fuel and energy sector in order to reduce import dependence in this area. Research results: development of an integrated model for the development of the material and technical base for the fuel and energy complex.
