Modern approaches to environmental quality management in marine recreational areas (on the example of the Krasnodar territory)

The intensive development of the territorial economy of the coastal regions came into conflict with the interests of environmental protection. The long-standing system of environmental management and coastal resource management has been based on the sectoral principle of management. Under current conditions, such an approach can no longer cope with the negative processes taking place in marine regions (pollution of the environment, intensive exploitation of coastal resources, degradation of coastal ecosystems, etc.). The research conducted and the results of the analysis of available data on the dynamics of pollution of the coastal zone make it possible to identify the problems of the development of coastal territories of the Krasnodar Region, to determine the necessary key approaches to managing and achieving environmental sustainability of the coastal territories of the region. It is shown that for the sea coast of the Krasnodar Region there is a need to develop a full-fledged program document. This document should develop and apply provisions that relate to integrated coastal zone management (ICZM) to the region. This document should define the objectives of the programme and present the priority strategic solutions that are needed to improve (on the scale of the coastal zone) the existing state of the environment and the regional socio-economic sphere. The adoption of the Concept of Integrated Coastal Zone Management would contribute to the development of coastal resort areas, improving the effectiveness of management decisions in the field of socio-economic development of territories.
