Creation and development of new industrial clusters within the import substitution program

The article describes the specifics of creating industrial clusters; necessary conditions for their functioning and effective development. The current economic and political situation has caused an increased interest in the development of new high-tech industries. One way to create such industries is the cluster approach. An integrated approach is needed to establish a functioning system for the industrial clustering program in order to establish domestic high-tech production and implement an import substitution program. The article considers such components of the successful functioning of a unified system of industrial clusters as specialization, scientific research, human capital, state support and the creation of a unified infrastructure.
