Formation of payment clusters in the national payment system

Substantiating the need for time-phased development of the national payment system the author suggests formation of the payment clusters in the social sphere, segments of public services, business and financial services, payment services in electronic communications and telecommunications. The article defines general and particular measures for the considered clusters, aimed to develop the national payment system.
