The creation of regional high schools of municipal management as one of the ways of professionalization of municipal employees

The article deals with the problem of the lack of a comprehensive approach to professionalization of municipal employees, in particular, to their professional preparation. The author proposes creation of regional high schools of municipal management as the solution to the problem. Such educational institutions, according to the author, can take a leading role in the transfer of knowledge and skills in all areas of local government: law, finance, applied economics, social policy, etc. The proposed solution will allow creating an integrated system of municipal governance of specialized educational institutions and thus ensure the implementation of the unified personnel policy and the reformation of the municipal service of the Russian Federation.
