The article discusses the experience of the Soviet policy of paternalism in the construction and formation of the all-Union health resort of Sochi. It is proposed to scientific discourse the question of role of the Soviet state in the establishment of the sanatorium complex of Sochi-Matsesta district. The evaluation methods of the power regulation of socio-economic processes in the period of industrialisation are presented.
