Creating social / public laboratory (Living Lab Institution) and application of the "Quadruple Helix" model for successful transition of Samara and Samara area on the economy of a closed cycle (Circular Economy)

The article discusses the formation of waste production and consumption in the Russian Federation and in the Samara region; characteristics of social (public, "living") laboratories (living lab institution); the need to move to a circular economy in the metallurgical industry in the Samara region. The interest of citizens, enterprises, the state, universities in the transition to a circular economy in the Samara region in the metallurgical industry was analyzed.
