Establishment of a technological platform in the Donetsk People’s Republic based on public-private partnership

In the Donetsk People’s Republic (DPR), there is significant scientific and technological potential, which enables full integration into the economic space of the Russian Federation and participation in the development of an innovation-oriented economy. However, the innovation infrastructure, which facilitates the implementation of intellectual property results in industry through innovative projects, is insufficiently developed. This limitation constrains the interaction between the “state-business-civil society-science and education” sectors. Research findings indicate that entrepreneurial structures and a developed innovation infrastructure underpin the innovation activities of leading countries in research and development expenditures. The activities of innovation infrastructure entities are regulated by legal documents at the federal and regional levels. To enhance the efficiency of the innovation process in the DPR, it is advisable to use public-private partnerships in creating a technological platform as an element of the innovation infrastructure. This approach would allow for overcoming budget constraints in the implementation of innovative projects. The article presents the procedure for concluding a public-private partnership agreement for creating a technological platform, outlining two formation algorithms: one initiated by a private partner and the other by a public partner.
