Special capital investment contract (SPIC) is one of the most popular incentives for investment projects in the industrial sector. Within SPIC, the project proponent can apply for a wide range of benefits, such as stability of load, including fiscal measures demand support, tax incentives and other measures. However, the complicated procedure of preparation and conclusion of SPIC, as well as separate excessively stringent requirements to companies, led to the fact that so far the number of concluded contracts, both of federal and regional levels is small. In the opinion of the business, SPIC mechanism needs to be improved.
