The paper considers the development paths of modern political ideologies in Russia, their continuity and relationship with the USSR ideology, the role of the state in the creation of the ideological component of public policy. The study demonstrates the specific nature of power in modern Russian reality. It substantiates the functions of political ideology and its levels and divides into periods the evolution of the ideological situation in post-Soviet Russia. Patriotism is characterized as one possible reason for a new ideology. The research identifies that the modern development path of political ideology is situational (it is largely determined by both foreign and domestic political moment) and hybrid in nature (it combines the elements of social conservative or neo-conservative and liberal ideologies). The authors conclude that new political ideology should determine ideological cores and guidelines articulated with the moral, historical, religious, legal and other social moral values attractive to all generations and social strata.
