The spontaneity of modernization in the regions of Russia and constitutional principles of its regulation

The article briefly presents the results of a complex study of socio-economic and socio-cultural issues of modernization, ongoing in regions of Russia. At the same time two stages are being held (industrial and informational), but their ratio varies greatly in different regions. However, total modernization is ineffective, because of loss of its human dimensions; it is quasi-modernization. The reason is in the spontaneity of processes, which occur with only a fragmented state participation. A soft but systematic regulation is required, on the base the principles of the Constitution of the Russian Federation. The author shows appropriateness of strengthening the welfare state as an embodiment of one of the constitutional principles and as well as active subject of modernization. The article proves the need for a strategy that meets two requirements: regional differentiation and gradual integration by the regions of the benefits of modernization in other regions.
