Methods of inducement to the consumption of narcotic drugs

Based on the analysis of scientific literature and judicial practice, the author's position on the possibility of differentiating methods of inducing drug use into three groups is substantiated: a) violent; b) nonviolent; c) using information and telecommunication networks (including the Internet). When considering the latter, the point of view is argued that in order to bring to criminal responsibility "advertisers" who are part of the structure of federal online stores and operators (dispatchers) performing similar functions in small online stores and acting as decliners, personalized interaction with potential buyers and consumers (decliners) using information and telecommunications networks is necessary. Otherwise, these entities can only be brought to administrative responsibility. In addition, it is proposed to supplement the Criminal Code of the Russian Federation with a norm providing for criminal liability for propaganda or illegal advertising of narcotic drugs, psychotropic substances or their analogues, precursors (by analogy with the legislation of the Republic of Kazakhstan).
