Costs of providing military personal with permanent housing in Russia

It is more than 15 years since a military mortgage loan system has been introduced in Russia. A sufficient statistics to evaluate the system has been collected during this period. Other mechanisms for providing military personal with permanent housing are analyzed in the paper alongside with military mortgage loan system and their costs to federal budget are estimated. The amount of permanent housing guarantees which military personal is being provided with under the different schemes at approximately the same federal budget expenditure per person is estimated.
