Comparative assessment of activity in solving the housing issue in Russia

The article proposes a methodology for comparative assessment of activity in addressing issues related to the improvement of housing conditions of the population and considers its practical application to the federal districts of the Russian Federation according to state statistics. The activity was considered from different points of view: the increase in housing stock; the activity of the population in both the acquisition and sale of housing; the provision of housing under social rent agreements. The comparative assessment is proposed to be carried out with the help of indicators that reflect one of the directions of activity in solving housing problems and based on these indicators we can determine a comprehensive indicator calculated by the arithmetic mean formula, which allows us to identify regions with the greatest activity in all areas under consideration in solving housing issues. The comparison in the work is carried out with the average Russian indicators, but other target values can also be taken as a basis for comparison, which are determined by the tasks being solved. The study showed that the greatest activity to improve housing in all directions was manifested in the regions, where the provision of housing per capita is less.
