Comparative characteristics of personnel policy management in foreign and Russian preschool education systems

Modern reform of the education sector is aimed at improving the educational process in almost all areas of training and teaching children of school and preschool age. The preschool education strategy provides for a systematic approach to educational programs, taking into account the interests of children, parents, preschool educational institutions, as well as personnel involved in the provision of educational services. The article examines the directions for improving the personnel policy of preschool institutions using the example of foreign practice and the experience of the Russian preschool educational system. Conceptual approaches to transforming ways and techniques of working with groups of children of different age composition are considered. The problems of preschool educational institutions have been identified, which have an impact on the selection of personnel, the professional level of teachers and educators, and the quality of preschool educational services. A strategy has been defined for the formation of a personnel policy for a preschool institution, aimed at the widespread use of new methods and technologies of human resource management, the use of effective human resource planning, quality and labor performance management, the introduction of a competency model for teaching and educational personnel, which is determined by the requirements of society in the context of informatization of the personnel management process in the field of preschool education.
