Comparative analysis of models of ombudsman institution in the world

The article highlights the experience of the Ombudsmen in various countries, and especially their legal situation. The Ombudsman Institution is a unique human rights mechanism designed to protect people’s rights and freedoms from violations of human right by the government agencies and officials. Ombudsmen’s activities have national features in each state depending on their position in the legal system. It is considered that the official date of establishing an ombudsman institution is 1809. It was then that in Sweden appeared a parliamentary commissioner - an official whose duties were to monitor and supervise the observance by the executive and judiciary bodies of legal and normative acts adopted by the representative body. Currently in the world there are three models of an ombudsman institution - Executive Ombudsman, Independent Ombudsman, Parliamentary Ombudsman. The most common model is parliamentary ombudsman. Institute of the Commissioner for Human Rights in the Russian Federation and in the world is an important and needed human rights mechanism, which operates in the interests of people. Today, the development of Ombudsman institution is a topical task and requires further theoretical development, scientific research and practical implementation in the recent history of Russia.
