This article provides a comparative analysis of social contributions in Russia, the USA, and Europe. Currently, the tax burden on business in the form of insurance premiums is becoming an increasingly acute problem, the effectiveness of pension reform in Russia remains at a low level. In fact, insurance premiums are social payments that should provide employees with a future pension, free medical care, therefore, first of all, the employee himself is interested in insurance premiums. For the employer, insurance premiums are part of the costs that weigh on the cost of production, therefore, the so-called «optimization» of labor costs arises, outsourcing services appear. In our opinion, these so different interests should be taken into account in the formation of insurance premium rates. Before undertaking global reforms in the area of social security, it is necessary to study the experience of advanced countries, since social contributions are one of the main factors in the functioning of the national economy. A comparative analysis of the features of social taxation in Russia, the USA and Germany showed how different approaches can be in solving social policy issues.
