A comparative analysis of approaches to organization and conducting of public hearings on the issues of town-planning activity in the Russian city-millionaire

The author describes the approaches to the management of the institute of public hearings in Russia. Analyzed the legal and regulatory framework of six Russian cities. The differences of approaches to legal regulation of the institute of public hearings in major cities of Russia and the enforcement of existing features. It is concluded that the enforcement practices of public authorities should focus on the institutionalization of public hearings as a tool that provides a dialogue between the public and public authorities in the field of urban regulation.
