Economic aspects and practical basis for the development of artificial intelligence in Russia at the present stage

This paper analyzes approaches to determining the economic essence of human capital in Russian and international management practice. The article reveals the economic basis for defining the concept of human capital. It is proved that human capital is an integral part of intellectual capital and represents a set of knowledge, competencies and motives that employees have. In modern conditions, the components of intellectual capital are the main factors of socio-economic development. The development of human capital is the main factor in ensuring high competitiveness not only of an individual company, but also of the state as a whole. In this regard, special attention should be paid to improving the quality of the labor force at the micro and macro levels. Indicators of socio-economic development of Russian regions have an increasing impact on the prospects for the development of high-tech and knowledge-intensive industries through human capital. The authors prove that the main factors that stimulate the development of human capital in the modern economy are: health, education, science, culture, sports, and social security. Therefore, the article justifies the fact that it is necessary to pursue an economic policy aimed both at increasing the share of human capital in the structure of national wealth and at improving the efficiency of using the accumulated capital. The recommendations also include recommendations in the field of education and health: building the capacity of higher education; improving the quality of vocational education; improving the creativity of students; diagnosis and prevention of diseases; implementation of patient treatment protocols based on the principles of evidence-based medicine and quality control system.
