Comparative analysis of the effectiveness of the practice of applying state support measures for small and medium-sized businesses in Russia and abroad

The article reveals the application of forms of state regulation in the field of small and medium-sized businesses in international practice. A comparative analysis of the domestic approach with the practice used in other countries carried out. Small and medium-sized businesses supported in all national economies. The quantitative and qualitative composition of small and medium-sized businesses has recently changed dramatically under the impact of the global COVID-19 crisis. The main goal of the work is to determine the effectiveness of government support measures. The impact, as a rule, is not only direct, but also indirect. In this connection, it is very difficult from a mathematical point of view to assess the phenomenon. Therefore, a point-based expert assessment method using for calculate a quantitative indicator of the effectiveness of support measures. Based on the analysis results, conclusions and recommendations formulated. Some of the most effective ones include the creation of “business zones”, access to information resources, transparent procedures and mechanisms for participation in state funding.
