Personal mobility devices: legal regulation

Introduction: the article focuses on the growing popularity of low-power electric vehicles, and the problem of legal regulation of the usage of personal mobility equipment in Russia is updated. Materials and Methods: the materials of the study were the norms of Russian and foreign legislation in road safety. The methodological basis of the study were the dialectical method of cognition, the method of system analysis; private scientific methods, comparative legal, formal legal. Results: the analysis of the current legislation and experience of foreign countries on the use of electric vehicles of low power was carried out, the importance of their effective legal regulation in order to ensure road safety was indicated. Discussion and Conclusions: based on the identified gaps in the legal regulation of the usage of low-power electric vehicles in Russia, the author comes to the conclusion that it is necessary to amend the Decree of the Government of the Russian Federation № 1090 of October 23, 1993 "On the Rules of the Road" and the development of infrastructure for individual mobility vehicles.
