Mass media in Russia: legal, historical retrospective of the development

The author examines the relationship between the concepts of «mass media» and «mass communication» in historical and legal context. On the basis of the analysis formed the periodization of the development of mass media and communications in Russia. Analyzing the results of the study, we believe it is necessary to conclude that the concept of «QMS» is broader than «the media», as it includes everything that provides communication, therefore, is more correct consideration of the concepts of QMS in two senses - in the broad and narrow: in a broad sense the QMS offer to public understand the environment within which the interaction of the state and society through the use of communications, and in the narrow sense of the QMS are the media. However, since the term «media» means exclusively the unidirectionality of disseminating information, let us propose the use of both in science and in law the concept of «media and communication». It seems that this will change the attitude to the media Institute in Russia.
