Standardization is a background of technical regulation and sectoral technical policy. The Federal law on «Technical regulation» is in effect since 2003. The document priority is that it defines areas of national and sectoral standardization system developments to reach advanced international organization levels. Many developed states came to strong belief that efficient national economy evolution is impossible without streamlining of commodity and services international exchanges based on approved international standards and procedures. On September 4, 2012 The RF Government adopted «National standardization system development concept until 2020». The national standardization system is an integrated package of organizational-functional components, documents in standardization that define standardization rules and procedures for activities to set requirements and characteristics for their voluntary multuiple applications. Standardization documents are designed to reach streamlining in production and distribution, competition capacity of products (operations and services), implementation of standardization goals and targets. Standardization is one of the key factors affecting national modernization, tecnological and socio-economic development. Some parameters of the effective technical regulation system in forest sector don't meet requirements of the FL on technical regulation as well as approved international guidelines. In this regards its reforming need and expediency is obvious. Available regulating documents need to be converted in national standards that are a background of the technical regulation system in forestry activities and production.
