Formation of state policy of USSR in 1953-1964

The author focuses the attention that the question on necessity of transformations after I.V. Stalin's death has arisen in circles of the higher party management, instead of in the environment of the public which in the summer of 1953, owing to psychological inertness, was not ready yet to any forms of the protest.
