The study focuses on Bayaly Isakeev (1897-1938), a Soviet state and party figure, Chairman of the Council of People’s Commissars of the Kyrgyz Autonomous Socialist Soviet Republic. He led the Republic during one of the most difficult periods of its history when there were fundamental large-scale changes in all spheres of the region’s life. B. Isakeev was born in a lowly family but managed to become a person, politician, and state figure involved in economic and cultural transformations of the Kyrgyz ASSR due to his personal qualities such as sharp mind, hard-working nature, energy, and managerial skills. Based on archives available, the author considers the main stages of Isakeev’s life, analyzes the background information about him as a party official, and emphasizes his comprehensive role in the Communist party in the 1920s-1930s.
