Formation and development of the administrative-fiscal system of foreign management of the Khakass in the 19th century

The paper is devoted to the study of the issues of reforming and developing the system of foreign administration of the Khakass in Siberia in the 19th century. The aim of the study is to analyze the issues of formation and development of the administrative-fiscal system of foreign management of the Khakass in the southern part of the territory of the Yenisei Province. Research objectives: to identify the ethno-cultural features of the formation and development of the organizational and legal structure of foreign administration of the population of the Khakass-Minusinsk basin in the context of the M.M. Speransky Siberian reform; to consider the causes, features and content of the fiscal and tax system of taxation of the indigenous non-native population; to establish the relationship of the administrative-fiscal system of foreign management with the colonial policy of the autocracy in relation to the Siberian outskirts of the country. The object of the study is the administrative-fiscal system of foreign management of the population of the Khakass- Minusinsk basin. Research methods: dialectical, historicism, system analysis, document analysis. The results of the analysis of the issues of the formation and development of the administrative-fiscal system of foreign management of the Khakass in the southern part of the territory of the Yenisei Province in the 19th century are presented. The structure of the system of taxes and fees is revealed, which was the fundamental basis of local foreign government, based on the social and class domination of the local administrative and tribal elite over the indigenous population of the Khakass-Minusinsk basin. The historical facts of mass abuses and crimes committed by representatives of the local administrative and tribal elite, in the process of exercising their fiscal and administrative functions, with the connivance of the district and provincial authorities, are presented and analyzed. Conclusions are drawn regarding the relationship and mutual influence of the colonial policy of the tsarist government in relation to the Siberian outskirts of the country and the administrative-fiscal system of foreign management, which resulted in a decrease in the standard of living of the indigenous Khakass population, an increase in the number of suicides, as a socio-psychological reaction of the local society to the life impasse of poverty, caused by the predatory policy of local administrative-tribal elites.
