Formation of material and technical base of cultural and educational institutions in 1960-1970's

The article discusses on the basis of analysis of materials of the 1960s-1970s development of material-technical base of cultural institutions. On the basis of archival materials the General picture, the main directions of cultural and educational work in the conditions of gradual from the centralized planned development of economy and the social sphere, deployment of liberal market reforms was recreated. The authors concludes that in the process of economic and social development the material and technical base of cultural and educational institutions, mass media and press was strengthened. A significant role was played by public funding from the centre. In the 1st half of the 60th years on social and cultural actions from the budget of the Dagestan ASSR it was appropriated 332,1 million rubles that for 101,2 million rubles more in comparison with the previous five-year plan. Analyzing the state, material and technical base, the author reflected in the article significant shortcomings in this work, lagging it from the increased tasks and demands of the population. The material and technical base of the state was improved not only in cities but also in rural areas, clubs and houses of culture were built and put into operation for 2,250 places. Party and Soviet bodies of the Republic actively supported the initiative construction. The authors concludes that during the period under review several hundred modern buildings, clubs, houses of culture were put into operation by the efforts of the authorities and the population, and the material and technical base of cultural and educational institutions improved.
