Formation of the new economic relations as basis of reform of the higher education

In article the question of new structure of the economic relations connected with providing educational services is raised. First of all, it is connected with need to increase the income of the higher school and to create more equal conditions of access to quality higher education of representatives of all segments of the population. The special attention is paid to motives of growth of personal expenses for the knowledge acquisition, the corresponding control systems defining the main specifics and a trajectory of development of the higher school management.
