Formation of village councils as authorities in southern Russia in early 1920s

The article deals as with the process of formation of village councils as the government institutions so with the emergence of administrative-command trends in their activities and the formation of the Bolsheviks' position on the relations to the grass roots level of management. The author analyzes the causes of the primary weakness of these authorities in rural areas, its functional limitations in the implementation of the powerful impact and requirements of higher management structures.
