Formation of system of interbudgetary relations: history and a current state

In the article the history of formation and development of the interbudgetary relations, going is considered by an evolutionary way which logically leads to what interbudgetary relations become the basic financial mechanism. Thus the further development of the indicated relations is expedient for carrying out on the basis of reforming and management effectivization by the regional and municipal finance in the form of a special complex of actions.
