The cost of implementing the ensuring powers of federal executive bodies

The article considers issues of optimization of the public administration system due to the implementation of the departmental project of the Ministry of Finance of the Russian Federation “The mission of the state apparatus is the implementation of public authority functions (powers).” Within the framework of this departmental project, the process of transferring the supporting powers of federal executive bodies, that is, powers that are not related to public power, third-party organizations, is envisaged. Such a transfer is impossible without financial support for the implementation of the transferred powers. At the same time, the current system of financing federal executive bodies does not provide for the calculation of costs for the implementation of powers, and therefore it is necessary to develop approaches that allow this calculation. The key problem in calculating the cost of powers is the determination of direct costs for their implementation, within which it is necessary to determine labor cost standards, as well as the level of remuneration of employees who directly exercise powers. The article substantiates the application of the mathematical and statistical method of labor rationing. Within the framework of this method, a system of equations is proposed in the work, which makes it possible to determine the optimal rate of time (man-hours) for the implementation of the authority. In addition, the study presents an approach to determining the level of remuneration of employees who directly exercise authority.
