The problem of managing territories, including the Tmutarakan district, located on the opposite side of the Kerch Strait, and the interaction of the population along the vector "peoples and power" have long been an independent subject of research. There were changes in the management system of the black sea Cossack army, contacts with the Royal court. The article analyzes the events related to the complex military-political situation along the line of contact with various ethnic communities on the Western borders of the Cossack army. The planned transformation of the territory of the region and even the settlement of the village of Taman as the capital of the black sea Cossack army are also named. Methods. The presented scientific narrative is based on the use of various research methods, such as the historical and systematic method, which allows to reveal the structure and mechanism of state management of its constituent parts, which explained the frequent deployment of their centers, in particular, the black sea army of Cossacks, localities, bailiffs; information method, which made it possible to build an event series with its analysis of population movement, migration processes, when there was no understanding of forced relocation, and the formula "in the name of the father of the king" prevailed. This includes a representative method that increases interest in your own local stories. A variety of methods of historical research that find a comprehensive application in the modern study of events, allow scientists to study both space-limited and time-bound events that played a significant role in the unity of territories and communities of different peoples. This makes it possible to identify the reasons for their formation, development, content of the event series, specifics, features and results. This is fully served by the proposed method of Michel Foucault. Macro-history helps to solve the problem. In the narrative of an event considered in the broad comparative context of history. Results. The research is based on the existing works of predecessors and open new archival materials. The combination of the distant past and modernity provides a rich material for solving the problems of administrative arrangement of Russia and the development of mechanisms for managing territories. The main subject is a compact territory organically connected with the history of the Russian Empire - the black sea Cossack army. The dynamics of its transformations is revealed.
