Strategic Target Orientation and Principles of Creating a Mechanism for Rationalizing the Region Development

The article delivers the feasibility of establishing an organizational and economic mechanism aimed at improving the efficiency of the region in current and prospective periods of time. The concept of “mechanism” is revealed in relation to the functional purpose of the regional economy. The impact of the mechanism of strategic target orientation of the regional economic complex on achievement of economic and social results balanced with available resources in the process of initial-preparatory and process stages of the region development was determined. The principles of establishing an effective mechanism for rationalizing the socio-economic development of the regional economy within the framework of strategic planning have been formulated and justified. The share of influence of the under development mechanism principles to rationalize the region long-term development determined by the degree of interaction, level of compliance of the sequence and completeness of implementation of technological procedures of strategic planning, its target orientation, was revealed.
