Strategic guidelines and missions of modern universities in the mirror of their organizational structure

The authors mark two evident tendencies in the global educational policy; they are internationalization of education and research, and cooperation with local communities. The article represents the results of the comparative analysis of these two trends with 38 European (Coimbra Group) and 47 Russian (Association of Classical Universities of Russia) universities as a sample. Trends of globalization and localization follow each other in European cases; internationalization and commercialization as a part of this trend lead in the tandem. Cooperation strategy as a result of a long town & gown tradition is marked. Implementation of Russian cooperation strategy extremely differs from the European experience because of the key difference in the character of institutional and resource environment.
