Strategic guidelines balanced development of non-commodity economy of the South Russian relations in the system «center-periphery»

Improving the balance of economic development in the region, possibly through involvement of the resource potential of its peripheral areas in the structure of the cluster. The paper presents a conceptual basis to develop such a strategy for balanced development and tools for solving problems of formation of innovative industrial clusters.
