Strategic priorities for the development of the Russian economy

The article substantiates the need to determine long-term priorities for the development of the domestic economy within the paradigm of a socio-economic breakthrough. The knowledge economy, which has enormous growth potential, is considered as a strategic benchmark. On the basis of the applied dynamic approach to the study of the economic system, a conclusion is made about the circulation of knowledge, revealing the mechanism of functioning of this system. It is shown that the knowledge economy manifests itself in the form of innovation, so strengthening the innovation vector of socio-economic development becomes the most important strategic priority for Russia. Based on data from Rosstat, the report «Global Innovation Index - 2021» assesses the current level and effectiveness of the innovation activities of Russian companies, as well as the effectiveness of the national innovation system as a whole in comparison with other countries. Much attention is paid to the analysis of the factors of innovative activity of Russian economic entities. It is noted that in the conditions of severe sanctions restrictions for the domestic economy, import substitution is a new factor in innovative activity. The key position is substantiated that among the factors of innovative development of both individual organizations and the national economic system as a whole, the most important role belongs to human capital. The transformation of a significant number of workers into knowledge workers is becoming a strategically important goal in the development of the socio-economic system of Russia.
