Strategic public administration of scientific and technological development in Russia: state and problems

The formation of the national innovation system is a long process, which results in a unique model of ecosystem, including scientific, technological and innovation infrastructure from universities, research institutes, technology development centers, as well as science and technology parks and other organizations focused on supporting innovation. The article studies the main problems of strategic public management of the scientific and technological sphere in Russia. The paper also identifies the dominant types of models of economic development of states and substantiates the relevance of the innovation-oriented model; considers the main legal acts that regulate the strategic development of scientific and technological activities in the country; analyzes the state of scientific and technological development and the effectiveness of the implementation of the state program related to it.
