The study of the history and development of urban agglomerations and agglomeration processes themselves allow us to find common ground between the interests of the individual subject of small business and the system of national security of Russia. At the moment there is a quite extensive theoretical base in this area of knowledge, however, the implementation of practical tasks is getting behind the big challenges facing our country in the period of modern political processes. The authors discuss acute and topical issues of the analysis of problems and prospects of development of St. Petersburg agglomeration as the strategic directions of ensuring economic security for small and medium enterprises (SME). Due to performed research, it has become possible to define the ‘agglomeration’ concept; to describe the agglomeration process in Russia and abroad; to consider features of St. Petersburg agglomeration development; to highlight the problems and prospects of SME development in St.-Petersburg agglomeration.
