Strategic planning of infrastructural support for the development of the macroregion: objectives, limitations, opportunities

The article studies the strategic planning of regional development in terms of infrastructure support. The study area is the Ural macroregion. The theoretical basis of the work was formed by the theory of sustainable development, regional economy, strategic planning. The purpose of the article is to study the strategic tasks of infrastructural (electric power) support for the development of the macroregion. The author analyzed the indicators of the development of the electric power infrastructure of the Ural macro-region, established the spatial heterogeneity of the subjects of the Ural macro-region in terms of electricity consumption and production. The paper systematizes the goals of developing energy supply to the territories within the framework of federal policy. The author presents the mechanism of goal-setting for the development of spatial infrastructural systems of the region in the system of strategic planning. The article analyzes the strategic goals of regional development and the tasks of developing the electric power infrastructure of the subjects of the macroregion, which made it possible to establish the problems of their conjugation and inconsistency. The author determined that the basis for sustainable regional development is the consistency of development priorities and their infrastructural support, a combination of centralized and decentralized energy supply, taking into account the infrastructural connectivity of territories.
